Could you please provide any clarity into the requirement that one produce an id or DL, (not during a traffic stop) when requested to do so by FL LEO.
Clarify any requirement that the officer has to disclose the reason for the request prior to making the request.
I understand the value of play nice when asked but I want to know the legal obligation that i have, if any.
For example, I'm walking down main street during bike week, minding my own business when officer approaches and asks for id.
What is his legal standing to do so, in the face of any federal constitutional right NOT to have to consent to the request?

Larry, Did you get arrested again? LOL !! Just Joking. I would think it would depend on a number of items, but mostly whether the encounter with LEO is consensual or detention based. If you are not sure, just simply ask the LEO if you are free to go. If he says no...it is detention based and you will need to identify yourself. Ex: a traffic stop for speeding is detention based. You are required ( by statute ) to stop and produce ID. A general stop with no offense may be consensual.

Just give him or her a blank stare, mumble a few words in Spanish and they'll leave you alone. Works every time. ;D just kidding!
Seriously though, if you are carrying a weapon legally it generally is a good idea to notify the officer early in the encounter.

Dan, Most LEO's habla espanol, especially in TPA. LOL Just give him or her a blank stare, mumble a few words in Spanish and they'll leave you alone. Works every time. ;D just kidding!
